Peicai Secondary School which took over the facilities of the former Hwi Yoh Secondary School, was established in 1984 as a result of the amalgamation of Parry Secondary School and Hwi Yoh Secondary School . The school name is formed from the Chinese names of its two "mother" schools. "Peicai" is the Hanyu Pinyin which stands for "Nurture of Talents".
